The risk for Sri Lanka may be from the combined implementation of the three agreements – the MCC Sri Lanka Compact, SOFA and ACSA. If that were to happen, there would be no turning back. SAAs, many of which have been concluded by the US, including EU member states, often contain other types of military agreements as part of a comprehensive military agreement. It defines the rights and privileges of foreign military personnel who place themselves in a host country. However, the agreement would allow the free movement and transit of U.S. military personnel, ships and aircraft through the country.
